The European statistical office counts AI use by enterprise size. In 2025: 17% of small enterprises, 30.4% of medium ones and 55% of large ones, for an EU average of 19.95%, up from 13.5% the year before. Updated annually in December.
One figure in that series matters more than the adoption rate itself. Among EU enterprises that considered AI and did not adopt it, 70.9% cite a lack of relevant skills or expertise. The first declared obstacle to AI in Europe is not cost, infrastructure or regulation. It is knowing how.
Note what the series does and does not count. It records whether an organisation uses AI. It records nothing about what that use produced, what it costs to keep running, or who checks it.
What it means for an SME running AI
Being counted in the 30% says you deploy. It says nothing about what your deployment is doing, and no public statistic will tell you.
