Structural incompatibility

Two tools adopted independently by two departments, each locally coherent, that will produce friction when their data meet at a higher level of the organisation. The incompatibility does not exist at adoption time; it is created by accumulation.
It is the only finding that bears on the future rather than the present, and it is only visible from above: neither department can see it, because for each of them the tool works.
What it means for an SME running AI
Every local decision was defensible. The incompatibility is produced by the series, not by any one of them, which is why no one is responsible for it and everyone will pay for it.
