The literature settles one question and opens another. Prompt and context engineering skills are portable across tool boundaries; specific tool portfolios are not. There is therefore a structural competence and a captive one.
Nobody measures which of the two an organisation has actually acquired. It is however the only question that matters at the moment the tool has to change.
