AI literacy

Every deployer, not only those running high-risk systems, must ensure a sufficient level of AI literacy among staff and anyone operating AI on their behalf, calibrated to each person's technical knowledge and to the context of use. Applicable since 2 February 2025.
The Commission's Q&A of 7 May 2025 clarifies: no mandated format, no certificate required, no formal assessment of employees needed, but organisations are advised to keep documentation describing the literacy measures they have put in place.
Read the requirement closely: a level calibrated per person and per context, and documented. Almost the entire market answers it with an e-learning and an attendance record, which measures the input. Nobody measures the level actually reached in the workflows that run.
What it means for an SME running AI
You are already subject to this, whatever your risk level. The question is not whether you trained people. It is whether you can describe where they actually stand, and in what context.
