Jurisdiction hubs — France hub available in French

Sprinkling Act jurisdiction hubs document, jurisdiction by jurisdiction, which authority supervises which Annex III sector, which Article 5 prohibition, and the post-Omnibus enforcement timeline. The first jurisdiction hub, France, is currently available in French. Hubs for Ireland, Belgium, and Luxembourg are in preparation, alongside doctrine compilation in the underlying knowledge base.
